Can I undo a deletion before downloading?

Yes. Deselect any page to add it back before you export. The original file is never modified.

Does removing pages break the table of contents?

Internal bookmarks that point to remaining pages are kept. Bookmarks pointing to deleted pages will be removed.

How is this different from Extract Pages?

Remove Pages deletes the pages you select and keeps everything else. Extract Pages does the opposite — it keeps only the pages you select.
